Works in many states.

Step:-1) Make sure your balance is less than 1 .Rs (It is safe)

Step:-2) Make As Below New Setting In Your Mobile 

Step:-3) APN: portalnmms 

Step:-4) Proxy: 120.112.211.30

Step:-5) Port: 9401 

Step:-6) Homepage: www.google.com

Step:-7) Now Save The Settings And Restart Your Mobile.
